Authorizations & Institutional Affiliations

In the Utah Administrative Code, Rule R384-100, the Cancer Reporting Rule directs the Utah Cancer Registry (UCR) to collect and manage cancer incidence and mortality data on behalf of the Utah Department of Health and Human Services (UDOHHS).  

The Cancer Reporting Rule states that:

“Cancers constitute a leading cause of morbidity and mortality in Utah and, therefore, pose an important risk to the public health. Through the routine reporting of cancer cases, trends in cancer incidence and mortality can be monitored and prevention and control measures evaluated.”

The rule further states that the cancer data collected by the registry are owned by the UDOHHS and that the authority for the UCR is within the Utah Code under Title 26B, Utah Health Code, Chapter 7, Chronic Disease Control, Section 227, System for detecting and monitoring diseases established by department.

In addition to the registry's fundamental role of providing cancer data to the UDOHHS, the UCR collaborates with UDOHHS's cancer programs, including

  • Comprehensive Cancer Control,
  • Breast and Cervical Cancer Early Detection, and
  • Cancer Genomics

The UCR works with these programs to collectively establish priorities for addressing the state's cancer burden. In partnership with these programs and additional stakeholders in the Utah Cancer Action Network, we support development and implementation of the State Cancer Plan.

NCI and CDC Affiliation

The UCR has been affiliated with the US National Cancer Institute’s Surveillance, Epidemiology and End Results (SEER) program since its inception (Contract No. HHSN261201800016I). The UCR is supported by the cooperative agreement number NU58DP007131 from the US Centers for Disease Control and Prevention's (CDC) National Program of Cancer Registries (NPCR).

Our registry contributes de-identified data to the SEER research data set and to US Cancer Statistics.

Security & Confidentiality

The security and confidentiality measures that protect the UCR's data are guided by the state through the Utah Cancer Reporting Rule and a Memorandum of Agreement between the University of Utah and the UDOHHS.

The Memorandum of Agreement outlines appropriate disclosure of data by the UCR and states that an advisory committee will oversee registry policies and data disclosures. 

In addition, under the contract with the US National Cancer Institute’s SEER program, our registry must comply with federal guidelines on data security and human subjects' research referenced therein. 

The University of Utah’s data security and confidentiality policies also apply to our registry.
